Mapping Telecommunication Gaps through Socioeconomic and Infrastructure Indicators: A Case Study in Brazil

Abstract

This study addresses the persistent digital divide in Brazil by integrating socioeconomic and infrastructure indicators to identify underserved municipalities with limited Internet access. Building upon the Economic Hardship Index (EHI) and the Access Density Index (ADI), we introduce two novel composite metrics: connectivity potential and vulnerability score. Unlike existing approaches that rely solely on technical or socioeconomic factors, our method captures the intersection of social fragility and infrastructure gaps. Using a vector-based formulation, these metrics reveal both high-potential municipalities, where latent demand for connectivity remains unmet, and critically vulnerable regions where compounded hardship and poor access coexist. Spatial analysis across Brazilian macro-regions, particularly in the North and South, uncovers local disparities that are hidden when only national-level averages are considered. The results highlight the relevance of region-specific strategies and provide a data-driven framework to support policy design, regulatory prioritization, and investment decisions aligned with digital inclusion goals, including those outlined in the IMT-2030 vision for 6G development.

Gabriel Martins dos Santos Cunico, Federal University of Santa Catarina

Gabriel M. S. Cunico received the technical degree in Eletrical and Eletronics by the Federal Institute of Mato Grosso (IFMT), Brazil. Now, he is an undergraduate in Electrical Engineering at Federal University of Santa Catarina (UFSC), Brazil. In the institution, he worked as a Scientific Initiation Scholarship holder at the Photovoltaic Laboratory (Fotovoltaica/UFSC) and Circuits and Signal Processing Laboratory (LINSE).

Xisto Lucas Travassos, Federal University of Santa Catarina

Xisto L. Travassos received the B.Sc. and M.Sc. degrees in Electrical Engineering from the Federal University of Santa Catarina (UFSC), Brazil, in 2002 and 2004, respectively. From 2004 to 2007 he was with the Ecole Centrale de Lyon (France) were he obtained his PhD degree. From 2008 until 2013 he worked at the Integrated Center of Manufacturing and Technology Bahia, Brazil. Since 2013, he has been with UFSC, where he is now a Professor in the Department of Electrical and Electronics Engineering. His research interests include antenna and propagation, satellite communications and regulation. Professor Travassos is an Associate Editor for the Sensing and Imaging Journal.

Richard Demo Souza, Federal University of Santa Catarina

Richard Demo Souza (Senior Member, IEEE) received the D.Sc. degree in electrical engineering from the Federal University of Santa Catarina (UFSC), Florianópolis, Brazil, in 2003. From 2004 to 2016, he was with the Federal University of Technology-Paraná, Curitiba, Brazil. Since 2017, he has been with UFSC, where he is a Professor with the Department of Electrical and Electronics Engineering. His research interests are in the areas of wireless communications and signal processing. He is the Supervisor of the Awarded Best Ph.D. Thesis in Electrical Engineering in Brazil in 2014, and a Co-Recipient of the 2016 Research Award from the Cuban Academy of Sciences. He has served as an Editor or an Associate Editor for Journal of Communications and Information Systems, IEEE Communications Letters, the IEEE Transactions on Vehicular Technology, the IEEE Transactions on Communications, and IEEE Internet of Things Journal.
